
Veterinarian & Medical Director
Dr. Horner was born and raised in San Jose, CA. As an only child, she quickly came to recognize and appreciate the companionship and unconditional love of animals provide to their owners. Growing up, she has had several cats, various species of fish including African cichlids, box turtles and a Parrotlet named Chile.
In 2008, Dr. Horner graduated with a Bachelors of Science in Neurobiology, Physiology and Behavior from UC Davis. After graduation, she returned to San Jose to gain additional experience in the veterinary field. After training as a technician’s assistant in a general practice, Dr. Horner gained employment at a veterinary specialty practice in Campbell, CA where she worked alongside an oncologist in both radiation and chemotherapy. These jobs provided invaluable experience and an opportunity to explore specialized care in veterinary medicine.
Dr. Horner graduated from the Carlson College of Veterinary Medicine at Oregon State University in 2015. During veterinary school, she developed an interest in Small Animal Internal Medicine and received an award for academic excellence in Internal Medicine during her senior year of clinics. After graduation, she completed two post-graduate internships at New England Animal Medical Center in West Bridgewater, MA. The first was a rotating internship and the second was a specialized internship focused exclusively on Small Animal Internal Medicine. In 2019, Dr. Horner moved back to Oregon and began practicing in neaby Vancouver, WA at a privately-owned small animal general practice.
As a native Californian, Dr. Horner was excited to re-locate to Northern California in 2024. Dr. Horner provided relief for several practices in the greater Sacramento area and then began working at Mercy Pet Hospital in Citrus Heights in August 2024. In May 2025, Dr. Horner took on the role of Medical Director of Mercy Pet Hospital. This role has allowed her the opportunity to exact change at a deeper level given her years of experience working within the various aspects of the veterinary field.
As a veterinarian, Dr. Horner is passionate about preventative medicine, internal medicine and management of multiple co-morbidities in geriatric animals. The connection and trust she develops with clients and their pets continues to be the most rewarding aspect of her career in veterinary medicine, and she truly enjoys tailoring medical care to each animal and owner’s unique situation and lifestyle.
Dr. Horner currently resides in Woodland, CA with her husband and young daughter while her husband completes a residency in Veterinary Clinical Pathology at UC Davis. In her free time, Dr. Horner enjoys taking care of her numerous houseplants, practicing yoga and spending time with her husband, daughter, friends and cat, Sullivan.
